Play-Doh Cookies?

Not really. But it sure looks like it. Especially when you see the dough before it's rolled into shape. We made these today after I found the recipe here. It suggests putting them on sticks like lollipops, but we left them as cookies. They are really fun to look at. They'd be great for packaging in those clear gift bags and giving as a gift or party treat to kids. Mine enjoyed them.

Tips:
When coloring your dough, use a dye that really brightens it. I have a little stash of Wilton dyes that produce rich tints. This will make your dough look more like play-doh and will keep a stronger contrast between the colors as they're rolled next to each other.
Be sure to use colors that naturally contrast. Makes for a more interesting cookie/lollipop.
You may need to chill the rolled balls (either the individually-colored balls or the 4-color ball) before rolling into worms as little hands warm the dough quickly making it harder to work with and easier for the colors to smear together.
Here are pictures of our process: 1) the tinted dough, 2) individual colors rolled into same-size balls, 3) 4-color ball resembling a hacky-sack.

We made something like these when I was a kid for Christmas. They were really fun.

Wow, these look amazing! I'm looking to American cookies (instead of British biscuits) when I'm home at Christmas.

These would be cute incorporated into party decorations...maybe wrapped in cellophane & attached to garland or a tree. Then they could be taken home as favors, too!

Hey, Meghan,
We made these after we saw your picture and are going to serve them at Isaac's 2nd birthday party tomorrow. We made them with primary colors and green and they look great. We thought they would be perfect for a kids' event.
Thanks for the ideas!

Those look so awesome. Are they sugar cookies?

Thanks for the extra tips. Your cookies just turned out amazing! I've used wilton as well as some other brands with mixed results in different recipes. Sometimes, things get that "food coloring" flavor, I'll definitely try it with the wiltons.

What kind of cookie dough did you use for this?

Alexa,
I linked to the recipe in the post above. Probably any sugar cookie recipe would work.
